While there might not be an opening right now, what about transferring Barry into a command position, like heading up homicide or something like that. You're the chief now so you could do that. That way you get to keep his experience in house, Barry is getting a promotion, a pay raise, a cushy desk away from danger, and he is guy the rank and file could look up to.
