You are Prince Meirion auk Gwyrren, the only sane man in a royal family with dubious concepts of strategy, justice, taxation, and governance in general. You have made it your goal in life to keep your family on the throne and your head firmly attached to your body.

The city of Degfford is now yours to do as you see fit. Sure, Degffor's not much of a city, and you only have a few months left before winter arrives, so there's not much you can do with it at the moment, but if you play your cards right, you'll have a sound foundation for your powerbase once spring arrives.

Besides, winter is your ally. It's only a matter of time before Olstren learns about how you eloped with their princess, and you doubt they'll be pleased about that. However, they won't be able to attack during winter, and it'll take time for them to build up their forces once the snow thaws. Meanwhile, you've been given command of the defenses set along the Olstren border, so you'll have time to prepare for an invasion. Your mother's doing to help you secure your hold over the region, no doubt.

Incidentally, Nesta went East, closer to Rosea. Probably your mother's doing as well.

Still, winter does pose its own risks. Your sphere of influence is now in direct competition with your uncle's, and some of the nobles who are now supposed to answer to you in case of emergency have been dealing with him for years; they can't be trusted yet. You'll need to find a way to get on your side as soon as possible, and you'll need to erode your uncle's influence as well. You forced some of his most important agents out of Aurwain and bought the Crown Prince some time to facilitate a smooth transition of power, but it's only a temporary measure and you know it.

You've got tough times ahead of you, basically. It's nothing you're not used to though.

"We're a little short on money," Esyllt says. "I did invest some money in Degfford just in case, but it won't be enough to fund an entire city, and your investments in Aurwain can't be transferred. We'll have to do something about that as soon as possible."

"Money isn't too urgent," Myrddin argues. "We should secure the prince's authority first."

Your retinue consists of the five hundred soldiers you've been keeping on retainer since Rosea - some left your employment, but they weren't difficult to replace - and a small number of servants. Myrddin's people left ahead of you to get the measure of the city.

At the moment, you're sharing a carriage with Myrddin, Eleri, Esyllt, Reagan and Seren while Olwen and Delyth are riding with the soldiers. For most of the trip, you've been discussing how you're going to start your rule over Degfford.

Here's the gist of the argument so far.

First, Degfford has a manor, but it's somewhat improper for a lord to meet petitioners in such an intimate setting, so Myrddin wants you to build a pavilion which you can later expand into the centre of your government.

Second, you're going to need money. You're a little low at the moment, so Esyllt wants to establish a central market in the city. You can invest in some of the merchants to fatten your purse, and the tax revenue will help you finance the city's development.

Third, you need a spy network in the city and beyond. Myrddin doesn't consider it a pressing matter, but you'll eventually need to tap local contacts before you can expand your network outward across Gwyrddarfordir and beyond.

Fourth, Degfford's military power is currently lacking. You can start small with a dedicated city watch to impose order and attract merchants.

Fifth, there's Delyth's request for a shrine or temple. Degfford has a place of worship, but it isn't much. It might not sound important, but temples are important to the community, and they're often used to educate children.

And again, winter is coming. You only have so much time to work on construction projects.

"As you wish, your highness," Myrddin says. "I'll let the city's merchants know you'd like to meet with them as soon as we arrive."

"Don't be in too much of a hurry," Esyllt says. "I'd like to see what this city's major goods are before we start any negotiations. The current view is… less than informative."

"It is very pretty though," Eleri says. "I'd like to see it in the summer."

You've been riding through vineyards for a while now, and you can't see an end to them. They do look pretty and peaceful, although you suspect the poor bastards who have to harvest the crops feel rather differently about it; farmwork tends to be quite tiring, and absolutely filthy. You still have unpleasant memories of some of Myrddin's more questionable schemes.

No guards or sentries get in your way or ask you to identify yourself. In fact, no one comes to greet you at all. There was a tax collector in the city, but as far as you know, there were no other representatives of the crown.

A few people - mostly children - come to gawk at the soldiers, but your men aren't doing threatening, and Olwen and Delyth are quite genial. With them at the head of the procession, you doubt anyone will be afraid of your troops.

Still, you expected to see more people. You almost wonder if the citizens know who you are and why you're here, but Myrddin assures you that he hired heralds to announce your presence before you left.

Maybe they simply don't care. In truth, you wouldn't really blame them; for most of the population, it doesn't matter who their lord is or who sits on the throne. You have more pressing matters than your local popularity anyway.

The carriage stops in front of the prince's manor, which is now your abode. Guides in Myrddin's employ bring your soldiers to their new barracks, while the servants help you on back.

You exit the carriage first and help the ladies down. Myrddin pouts a little when you don't hold out a hand to me.

"So, this is Degfford," Olwen says. "I guess it's not as bad as it looks."

"It does have some charm," Delyth says. "It's something between a city and a village, so it's a little interesting."

"I'll stay as well," Eleri says. "I'm a little tired from the trip, so I'd like to lie down for a bit."

"Me too," Seren adds.

"I'll come along," Olwen says. "You'll need at least one bodyguard."

In the end, you Olwen, Myrddin, Esyllt and Delyth agree to join you, while everyone else stays at the manor. You're not sure if it's such a good idea to hand over control of your new castle so quickly, but if you can't trust your own wife, consort and concubine, who can you trust?

"The queen didn't have the chance to finish her work here," Esyllt says, "but merchants do come through fairly frequently. There should be other businesses here."

You take Esyllt's arm - you'll have to remember to make it up to Olwen and Delyth later - and wander around.

There are inns and taverns for traveling merchants, but most of the shops are what you'd expect from a village. There's a butcher, a baker, a few farmers' stands, a lot of preserved foods, a blacksmith, a carpenter and all the other necessities. That's not enough for a city though.

"We're missing something," you say. "A city can't make enough money from this."

"So you noticed." Esyllt gives you a rare rewarding smile. "Follow me."

At Esyllt's lead, you walk to one of the back areas of the city, away from the most frequented areas of the city. There, you find a cluster of workshops, their windows lit with fires.

"Of course, glassblowers," you say. "Someone has to make the wine bottles."

"There should be metalworkers for goblets and such," Esyllt says. "Degfford produces wine, so they must also produce goods related to wine."

"I'd never really thought about it that way," Olwen says. "I guess this is enough to qualify Degfford as a city?"

"It's a start," Myrddin says. "It won't make us wealthy though."

You unobtrusively walk around the shop, taking a look inside. Degfford doesn't really have sand around here, but the coast isn't too far, and it is relatively close to the mines of Olstren and Svekka, so it does have access to precious metals and gems. There aren't many cups made of gold - they tend to be expensive, and there aren't many around who could buy them anyway - but there are a few, and even the clay cups are impressive in how detailed and ornate they are.

"Let's buy some samples," you say. "We could use a set of those fancier cups for the manor."

"They're quite a bit of trouble, do be honest," Delyth says. "I had to polish the silver cups at the temple. It takes forever."

"That's for the servants to worry about now."

You walk to the closest store and knock on the doorframe.

"Can I help you?"

You're greeted not by a clerk or storekeep, but by the store's artisan himself. The apron and sweat are a dead giveaway. This store probably doesn't get a lot of retail sales.

"I just moved to Degfford for some business. I was hoping to buy a set of cups to celebrate." Before the owner can turn you down, you take a heavy coin punch from your belt and toss it onto the counter. It lands with a heavy thud. "Can you recommend anything?"

The owner looks at the pouch and licks his lips. He opens the pouch and checks its content, making sure that the charms aren't fake.

"Yeah, I think I've got something, your grace."

He shows you some of his spare designs, and you settle for a set of silver cups decorated with simple copper vines. According to Delyth, it's better than engravings. Polishing would eventually erase the designs, but that's not an issue if the decoration is made out of copper. The cups also cup with a lacquered box adorned with flowers. It's a little too much, but it is impressive artwork.

You bid the craftsman farewell, promising to come back if you ever need anything.

"It's very impressive work," Myrddin says. "Yes, there's definitely a lot of potential here."

"Not as much as there should be," Esyllt says. "The workshops are too far away from the rest of the city, and they aren't stores. The artisans must do most of their businesses with the vineyards or other establishments."

Which brings you to your current business.

"Myrddin, who's the most important merchant in this city?"

"There's a winemaker called Ilswyn, a banker named Rhys and a retired wandering merchant called Trefor," Myrddin says. "Any of them should be able to help you invigorate the city."

"The Blue Sword Bank," Myrddin says. "He's clean."

"And the Blue Sword has a reliable reputation," Esyllt says. "He should understand what an opportunity this is for him."

The Blue Sword isn't the wealthiest bank in the kingdom, but it's respectable and it isn't connected to your uncle. You left some of your assets with them.

"Should we get changed first?" Delyth asks. "We're still in our traveling clothes."

"It's fine," you say. "Myrddin, if you could show us the way?"

The banker conducts business in a small office attached to his home, which is located close to the city's south gate. The receptionist archly asks if you have an appointment. You show him your royal writ.

The receptionist becomes significantly more pleasant to deal with and brings your party to a waiting room in the main house. He pours you each a glass of wine and assures you that Mister Rhys will be with you shortly.

"If I had known you could make my life so easy," Esyllt says, "I would have become your concubine the day we met, your highness. Then again, I suppose it's normal. Negotiations are about establishing power, and there are few as powerful as the Crown."

"It is one of the advantages of being prince," you say.

"And of having an army," Olwen adds.

Rhys enters with a great, shining smile on his face. He's young, just a few years older than you, but he's got a strong build and a thick beard that makes him look older. It's probably why he grew it.

"Welcome, your highness." Rhys laughs and takes a seat. "I heard you were coming to take over Degfford, but I didn't expect you so soon. You should have sent me a message. I would have greeted you personally."

"I'm afraid I don't have a proper venue to meet visitors," you say, "so I decided it would be better if I came to you personally. Thank you for your hospitality."

"It's the least I can do for the city's prince," Rhys says. "Tell me, how can I help the Crown?"

"We have plans to grow the city," Esyllt says. "We have a rough idea of the state of things, but we would like the opinion of someone closer to the situation."

Overall, it's a mixed bag.

Wine can be kept almost indefinitely so long as it's stored properly, and several brands need to be aged, so the city doesn't need to worry about its crops wasting. That's definitely an advantage.

The merchants, however, only come in the spring and fall. In the spring, merchants from Gwyrddarfordir stop on their way to Svekka and Olstren, while merchants from Svekka and Olstren come through on their way to Gwyrddarfordir. In the fall, they come back on their way home. It makes for some trade bursts, but as a rule, the merchants aren't interested in doing much trade with Degfford. They buy some wine and sell a few trinkets as a courtesy, but it can't really be called trade.

Merchants do come to the city throughout the rest of the year - even the winter, if there are no storms - but while it's enough to keep things afloat, it doesn't generate the kind of profit the other cities rake in.

You can't just increase taxes either; Degfford isn't so important that it can't be circumvented.

"Eventually, we'll need more regular traffic with Svekka and Olstren," Esyllt says, "but for now, our concern is the city's internal market. How wealthy are the people here?"

"Wealthy enough that they don't need to starve or beg," Rhys says, "but I'd have to be ignorant to call it wealth."

"So we need to bring in coin from the outside," Esyllt says. "The kingdom's merchants will already have a set idea about what Degfford offers. We need to make them reconsider their preconceptions."

You could use your own money to bribe merchants and give them a reason to come here, or cover the local craftsmen's losses if they make something they don't end up selling, or you could leverage your royal reputation to make people obey you for free.

Free stuff is great.

"I am the city's prince," you say. "Surely the closest merchants would want to pay me a visit."

"I do believe you're right, your highness," the banker says. "I can bring the topic up with some friends of mine and ask them if they'd be interested. That's only half the problem though. Even if you get the merchants here, you still need to sell them something."

"We'd like to establish a market in the city," Esyllt says. "Something that would support a more reliable exchange of goods. Do you think that would be possible?"

"It'd be difficult, but not impossible," Rhys answers. "It depends on how big you want to make it. You could encourage visiting merchants to tour the city for its more obscure stores, but that wouldn't leave much of an impression. You could also put stalls in the central square, but there isn't much space."

"That's not necessarily a problem," you say. "It would create exclusivity."

Rhys grins. "I like the way you think, your highness," he says. "Of course, if you want to expand the city, you could immediately get to work on a merchant square just outside the current city limits. It would be difficult to get all the necessary work done on time though."

"I think I can do something like that," Rhys says. "It might take a few days though."

"We're not that rushed," Myrddin says. "I'll keep in touch with your office. We can proceed when you're ready. In the meantime, we have plenty of work to keep us busy."

"I imagine you do," Rhys says. "Well, your highness, it's a pleasure working with you."

You stand up and shake the man's hand. After that, you leave him to his usual work and return to the manor.

"That was quite nice," Olwen says. "It's not often we have meetings like this that don't result in someone getting assassinated."

"… does the prince often order people assassinated?" Delyth asks.

"Only when it's both necessary and convenient," you answer. "Some people are more useful dead than alive, as surprising as that might sound."

When you return, the manor is in perfect order. There's a music room on the first floor for Eleri, a shared study for you, Esyllt and Seren, and the second floor has rooms for everyone, so long as they're willing to share. The bathroom is a little too small, but you think you'll be able to move it to the terrace, if you can find an enchanter.

Sharing was the idea in the first place, so that won't cause any problems.

"Welcome back, your highness," Reagan says. "Did things go well."

"As far as I know. I bought us a welcoming gift." You show her the box of wine cups.

"They're very nice," Reagan says. "And just in time for dinner, I think."

Dinner isn't as extravagant as you're used to - you couldn't very well pilfer the palace's best cook - but it is very satisfying. As you eat, you talk about your plans to attract merchants. Reagan and Seren pay the most attention, but Eleri keeps up with the conversation as well even though it doesn't directly concern her.

After dinner, you have some time to spare. It's been a long day, but you're not tired enough for bed yet.

You go up to Reagan's room, which is also your room. And since it's your room, you don't have to feel the slightest bit guilty when you walk in on her getting undressed. She doesn't seem to mind anyway.

"There's something I wanted to take care of now that we're here." You hold up a thin dagger. "Now's as good a time as any to get married."

"Don't we need witnesses for that?"

"Not really," you answer. "The others would just cover for us anyway."

Reagan shrugs and moves a little to give you some room on the bed. You sit next to her and both cut your fingers on either edge of the dagger, letting two drops of blood meld at the tip and then fall on the floor.

"So it's done." Reagan stares at the tiny red stain on the floor. "It's a little underwhelming when I think of how grand the celebrations in Aurwain were. Then again, the thrill of eloping more than makes up for it."

"I hoped it would."
