Maybe not reluctant but not all that invested. DM had it where the dragon basically played The Sims, literally physically, with some captives in a little faux village in her lair, and only occasionally had any interest in the town nearby for the purpose of having supplies for her little sims village and for potential new people for it. The solution I've come up with is that, simply put, Dragons aren't Humans, so their relationship and understanding of the sins is different than our understanding.
