I think that it's important to make the distinction between her being our ally and her being in charge of the Court. As other said, she's probably incredibly useful in all things concerning naval activities, sunken ships and treasure and the like, not to mention she seems to have traveled quite a bit (probably making her knowledgable in the state of other water spirit groups or individuals), but that doesn't justify giving her the Water Court by itself.Mmmh, I wonder if her accomplising a collection of thematic, epic tasks would help her legitimity.

Having weaker, simpler elementals joining the Court makes a lot of sense... they're the ones who generally lack an established power base or powerful beings protecting them, so they're more mobile. And especially Nymph-type water spirits, owing to their, relentless sexual appetite which leads them to kidnap sailors and the like... if the right rumors are going around, they should be flocking to Tianna in large numbers. Probably partly because of the promise of making the small island in front of Pearl into a haven-manse for them, and partly because of you.But Tide? Such a powerful Elemental throwing her hat in your ring? She must be either really ambitious, or lacking political power despite her spiritual standing.
