Since a lot of people seem to be leaning towards scantily clad for the sisters, I'm thinking that they'd tend to recruit fairly heavily from various island tribes, which causes the culture of the organisation to inherit bits and pieces from the tribal culture, most notably a lack of modesty.Their headquarters is in the population centers of these island tribes near the equator, and power cells to run the battle armour's climate control are in short supply, so the casual uniform is a swimsuit. When they first started working with the Space Marines, neither the air conditioning nor the swimsuits worked well with the scouring desert winds, so they adopted various light, gauzy garments for women from the desert cultures, without realizing the cultural connotations of haremwear.
