Sure they were playing catch up, but their ships were a lot more carefully designed, technically speaking. They also figured out far, far safer ammo handling practices than the RN ever bothered to adopt.Crews started off pretty well too. Compare the gunnery of the East Asia Squadron to the British in the fights around Coronel and the Falklands. Notwithstanding that the Germans nearly beat the British at that last fight at the Falklands.
