One way or another, you get the target nation to take out very large loans. This can be because their economy is crashing or they seek to build infrastructure. Either way, you get them into debt upto their eyeballs.Now, because their debts are so big, they can't possibly pay them off. You get aggressive about demanding your money. Then, relent, say you'll give them a bit more time. All they have to do is X. X can be anything, a new law, stopping a genocide, a vote at a notUN, tax breaks for a company you like that's operating within those borders, ect...In essence, you grab them by the balls with debt and drag them around. How this fucks over the people, well, where the hell do you think they get the money from to pay you back? One way or another, they take it from the people. Many times these nations are poor already but even if done to a rich country it would still contribute to a destruction of their middle class and a worsening of overall poverty. You fuck the people so you can get their leaders to do what you want, hence while it is effective, you can't really consider it a "good" option even if your goals are noble. Ends do not justify means.
