You place a hand on her shoulder, feeling her stiffen up momentarily under your touch, before slowly, steadily, the tension begins to drain away, as if passing from her to you.

Ms. Outline is the origin of the voice from earlier, and she introduces herself as Agatha Thrawne. Her ‘thing’, according to her, is superspeed.
