I think I have Echo figured out.She has passive secret sense. By being near people, she is able to learn about them and what they're trying to hide, and the longer she's near them the more she learns.That is why she is so easily able to judge people and bother them, and be generally a cute little girl...then turn around and be terrifying force of nature. She judges people based on what they try to hide.XIX is perfect to her, because someone like XIX has nothing to hide. Asher is also decent enough, since although he is a terrible person he's not hiding anything about how bad he really is. He doesn't keep many selfish secrets.
