I think I know why Vahlen’s DNA was used as a template for Cole. There are 2 kinds of augs: Organic and Synthetic. It’s not a stretch to say that people clone body parts or entire people for replacement limbs/organs.Mr. Vahlen, a researcher at Umbrella, could conceivably had a (7-10 year old?) Vahlen under his Umbrella healthcare plan and decided to get her cloned just in case she got hurt or needed a new organ. In essence, Cole was only a bunch of spare parts for Vahlen. But something could’ve happened that caused him to decide to take her out of the cloning vat at an early age, and he decided to keep her in the lab.
