Once the Eye is convinced that a new Anathema is destined to rise, the diviners work hard to provide their best estimate as to where the threat will do so. Agents, observers and informants are all then dispatched to the area that their results suggest, all of whom scour the local area at the Eye’s behest for the slightest hint of where the presaged Anathema will turn up.There's one quote indicating that yes, they do indeed predict it ahead of time.

>>30920464Also they don't always know ahead of time, because there are only so many Bronze Faction Astrologers in the All-Seeing eye and, as indicated in the first quote, more and more of them are having to predict the next big fuckup/political move by one of the Great Houses instead of when and where the next Anathema is going to Exalt.So yes, they can predict it ahead of time, and yes, they did it pretty regularly and reliably before the breaking of the Jade Prison and the Empress' disappearance, but no, they're not absolutely going to predict and then actually manage to send a Wyld Hunt after every new Solar. They don't have enough Astrologers, they don't have enough resources, they don't have enough pull anymore without the Empress breathing down everyone's neck, and there are too damn many Solars all Exalting at once.
