I don't think it was too clear what happened to Jill, but it reminds me of one of the examples for the Hexes. Likewise, the power she takes over people could be in the form of sympathetic tokens. Of course, most of the rest of her MO matches the Queen's archetype pretty well. Though, she seems to operate away from a gang of followers decently, more just attracts hangars on. Honestly, I wouldn't expect any NPCs to be played straight with the other Skins, but there's arguments for both.
