You don't have much to offer them yet.There is also the issue of sharing these sensitive technologies with outside organizations. Such an action would require player concensus. However mature Radio-power will give a bonus to resources to represent less dependency on outside power, and MultiVac will give bonuses to inventions as well as other things I haven't though up yet.
