Scale the craziness of the setting to the craziness of the protagonists. A low-powered realist game doesn't suit Air Gear, grim tales of couriers and an underground resistance don't mesh well with traceurs doing quadruple backflips off of street lights while bikers ride straight up the sides of buildings. That's not to say both can't be done, but different power levels lend themselves to different feels.

If they have homes, jobs or school commitments it probably ranks pretty low on their priorities compared to stickin' it to the man. I'd imagine most of their down time would be spent sleeping or just hanging out.It really depends on the tone of your campaign though, one focussed on highschoolers or younger would probably keep their shenanigans to weekends and afternoons where as working class rebels might treat it more like a hobby or a boys/girls night out type arrangement.

For those who are curious about my own City, Long story short. It's sorta Midgar, but it's not. But Visualize a large Tower rising into the sky from the middle of the ocean, as well as going under the ocean as well. To give a scale, If you had to stack midgar ontop of one another Accel-City will be about 5 Midgars high, above, and 7 Midgards down below ocean level but it's apperance is more pie-like.

While they do get ignored a bit more easily than, say, the Big Nasties, they are/were known for being rather brutal in their dispensing of justice.
