So currently it seems like the issue we are facing is balancing the different classes, and how their specific action skills should be handled within the system.

It would be possible to point buy there but I've never seen it done. Maybe each class would start out with starting stats based on class, the same for everyone. So everyone is pretty much equal, then as they level up, they get skills and perks to increase their attributes. And maybe gear could also increase attributes like Axton's targeting module, Zer0's elbow pads or Salvador's ammo digistructor.

I think we need to disassociate thematic functions of actions skills away from class roles. Technically, Mordecai, Roland, Axton, and Gaige are ALL summoners, in game mechanic terms. (Maybe even Maya once you get the upgrade to make Phaselock intelligently seek enemies for its duration.) I think the breakdown should be more like, you decide that you want your ability to be Summon, and then you fluff its name, appearance, and MO through your class' style.
Also, I don't wanna be that guy who breaks theming, but as long as we're introducing lesser not-Sirens so players can play with phase powers, can we say that males can become not-Sirens, too? Along with an appropriately derogatory name, or something.Slaggots?

We could have more than one Sludge ability-- Sludge ghosting, sludge attacks, or "sludge cloning", which amounts to tearing out a piece of yourself and giving it skeleton jelly life so it may attack your enemies. As you gain levels as a Slag Harpy you get more points to buy more abilities, of which there are a ton.

What about bandit Turrets?Here's what I'm thinking,They're don't really have any sort of targeting system it's just a mass of guns with the triggers welded in the firing position. Since it's just a big ball of guns it sort of bounces around wildly shooting in every direction at once. Occasionally doing extra damage when it lands on an enemy, but it also has a chance to inflict friendly fire. At the capstone level they have bonuses and special effects based on the guns you have equipped/In your backpack.
