Welcome to Academy City. The time is late afternoon, the weather is stale, and the date is January 13.

You are Kyril Torikov, Level 3 telekinetic ‘superhero’ and you were visiting a prison. At least it wasn’t the Reformatory. That one was meant to hold Ability Users. This one was more mundane but security was tight. Though many of the inmates were doing time for mundane things the one you were going to see was a bit special. He was a Code. His name was Etzali. In fact, his cell was probably under the heaviest guard. Code M were tricky to apprehend but keeping them contained was easy. Each one was held far from another, kept immobile in sensory deprivation spheres which were then refrigerated. That was the general policy anyway.

Nayuta was with you of course. She was the official here as it were, not to mention your immediate superior. A brief gander at online message boards had seen VERDICT’s status shift from a humanoid typhoon to a leashed attack dog. The person holding said leash was hotly debated with Nayuta a clear favourite. At least she didn’t ride on your shoulder on the way over. As far as you could tell however, your relationship was purely professional. You got rid of the City’s Code M problems and they would let you live in relative peace. It was why you were visiting this prison in the first place. You were going to offer Etzali a similar choice.

Maybe you thought he deserved one, maybe you wanted to know his reason to stay in the City despite being hunted as a traitor from his cabal, or maybe it was Touma’s influence but it didn’t change the fact that you were offering him the choice in the first place. Now that you had approached his cell how were you going to speak to him?

There were no mincing words. Etzali was going to be your bitch. There was no need to let him think otherwise. Thus you had them simply unfreeze his cell and bring him back to consciousness. He was still going to be strapped in of course.

“Bring him up,” Nayuta stated in your stead.

Whirring and hissing, the dull gray globe opened up to a more haggard looking Etzali. There was a definite pallor to his skin and his face was gaunt. His surrounding glow was even less than usual. He could see you but his eyes were red and unfocused. It was probably the warm air. You weren’t sure how deprived they could have made him in such a short time but you didn’t want to find out. It had only been half a day at most and they had reduced what had once been confidence to this.

“Wha? Already?” his speech was slurred.

“VERDICT has a proposition for you,” Nayuta spoke.

That got his attention.

“Vvvvverdict,” he hissed, “Izzat him?”

He was definitely having trouble seeing though he was blinking a lot and tearing up to try and clean up his sight. Now that you were here you had questions about him. Not just the one where you wanted him to work for you, but the reason he was in the City in the first place. There had to be more to him than just his passing interesting Sparky. Then again the faster you get his answer the faster you could get out and do something more productive with your life.

You asked him some basic questions, the same that was used in his first interrogation session. It was to establish a baseline. You weren’t surprised when his answers were the same as the ones he had provided his earlier interrogators. The longer he at room temperature the more lucid he became though. That was fine with you.

“So VERDICT, why the sudden interest in me?” he asked.

His growing confidence was probably going to be a problem though.

“Why did you remain in the City?” you ignored his question.

“Where else was I supposed to run?”

He definitely wasn’t spelling things out for you either.

“There’s more to it than that, you had other reasons. What were they?”

He remained silent but a smile started to form. You could tell he wasn’t denying having other reasons but he didn’t expand on it. You switched tracks,

“What were your original reasons for coming then?”

“To kill someone.”

“Who?”

“Not you,” he smiled, “Definitely not you. I’m not sure why you’re wasting your breath VERDICT. I don’t see much of a deal forming here.”

Well, when he wasn’t cooperative like that you were seriously reconsidering your offer. He was a traitor once, he could do it again. Not to mention that you haven’t explored other interrogation options. There was his relationship with Sparky, and taking advantage of that was a given. That and you hadn’t started roughing him up yet.

Despite Sparky’s admission, you couldn’t really rely on her word alone. Still this might be the leverage you needed to make Etzali more cooperative.

“At the end of last August you were the cause of an incident that involved the Railgun.”

His smile started to fade. There it is. You continued,

“Tell us there was a reason you went after her.”

He laughed. He honestly laughed.

“I wasn’t going after her either VERDICT,” he almost spat.

“So then we can assume that she is of no importance to you,” he remained silent, “Good. We just need to take care of her now, and everyone else connected to her.”

Now he was confused. You weren’t going to let him get his thoughts in order.

“Did you have something to add? Did you want us to start with you?”

“What?”

“She’s a liability as a target for Code M,” you explained.

“You can’t replace her,” he exclaimed.

You tilted your head, as if asking, “Why not?”

“You won’t get to her anyway,” he smiled again, “She’s under protection.”

“We’re aware of the deal you cut with Kamijou Touma,” you half-lied.

“He and his friends, he’ll stop you, he’s not like that.”

It was touching how much faith he placed in your friend. You gave him an unsettling silence, as if that was all you needed. He was panicking. Otherwise he wouldn’t have admitted to what you suspected.

“You seem to hold some concern for the Railgun,” you remarked.

His shock was brief but it soon morphed in to realisation. He probably thought you were going to use her as a bargaining chip. It was exactly what you were going to have to do if you were going to bring him aboard.

“I’m sure you know what I’m going to offer you now don’t you?” you asked needlessly, “You work for me now.”

He hung his head in acknowledgement and nodded slowly.

“I’ll see you soon.”

Then you turned and walked out with Nayuta. It would take a day or two to fake his death in custody but after that he was going to work for you. You wonder what problem you were going to have him solve in the first place now that you had a somewhat expendable asset. Of course with Etzali still alive, you were going to have to find a way to get rid of his former cabal in School District 10. Maybe you could get Etzali to do it if you weren’t going to take care of it personally. It wouldn’t get your hands dirty and would technically not be breaking your promise to them.

Outside you were approached a familiar face. It was the same girl that had come to kill you for possession of the Parameter List. She was leaning against your car. You were sure your visit was suitably private but you supposed you weren’t the only one with some influence to throw around.

“I assume your hunt is over,” she said.

You nodded. She was probably here to remind you to return what Lupin had stolen from the City.

“I’m going to need you to come with me,” she continued, “To turn in your paperwork.”

Nayuta gave you a look. Your answer was,

“I’ll go make the arrangement nii-chan,” Nayuta finally said.

You gave her a nod and turned to Kouzaku.

“So how do we do this?”

“She had a physical copy,” she replied, “We’ll need to go pick it up and then it’s no longer your business.”

That sounded simple enough. You only needed to send Lupin some money and then she would deliver them at your leisure. This you arranged to happen in a more public space.

“Now I know why Anti-Skill don’t want anything to do with you,” Kouzaku remarked.

You assumed she was trying to strike up conversation.

“Why’s that?”

“Don’t keep up with the latest gossip?”

You shook your head. It wasn’t that you were especially busy but it wasn’t really your thing either.

“I don’t have a lot of free time,” you told her, “What do they say about me anyway?”

“Beyond being the average person of mass destruction?”

“I’m not that bad.”

“Maybe but if you and Anti-Skill weren’t on the same side then they’d be all over you.”

Well that was nice to know. The handoff was near the front of the mall. Given the time of day and the date, the crowd was rather thick. It was perfect for a subtle brush pass. With it acquired your next step was to hand it back to the authorities. Kouzaku had other ideas though,

“We should probably check the contents first.”

“Lupin knows not to screw me over,” you explained, “She knows what happens to the people that do.”

“Alright, if you’re sure,” she wasn’t as confident as you were in that regard, “Thanks for your hard work then VERDICT.”

She held out her hand. Upon reflection,

With a shrug you handed over the Parameter List over to her. It was in her hands now and it was on her head if she lost it. You handed it over to Kouzaku and then drove home in to the sunset.

The time is now evening, the weather is comfy, and the date remains unchanged.

You were doing some routine maintenance when Sagara called. It was about tomorrow’s planned surgery. Nunotaba was flying in after all and she had already a few ideas about how to fix your little problem upstairs. Somehow, Sagara had gotten his hands on Project VERDICT’s files. There were two options really.

The first one was to fix the original brain damage. It would bring your Ability back under your complete control. You would be essentially removing the VERDICT OS from your brain however. All its automation and convenience features would have to be relearned in your own time. The second option was to simply remove the subconscious altering part of the VERDICT OS. It would remove your compatibility with the Dark May Emulator but otherwise nothing else would change. On the upside maybe you could fit the other two Computer Assistance Systems to replace it instead. You could still cancel however and simply learn to deal with CADME or simply install another Computer Assistance System but then you would be wasting everyone’s time.

The time is now morning, the weather is fresh, and the date is January 14.

As you finished breakfast you considered heading out to Sagara, do some final checks in regards to the procedure. On the other hand, you could go pick up Nunotaba at the airport. She could probably advise you a little more on how to deal with your brain problem. As you grabbed your car keys you decided to,

You were amazed that she could simply fly in to the City just like that.

“It makes sense if you’re coming in but how are you going to leave again?”

“少し, excision of the mind-machine interface. Then I have to culture cells to replace any damage which will take the most time.”

“How bad is it?”

She waved her hand,

So not that much but still significant to warrant several hours worth of work. You had a feeling this was going to last all day.

“しかし, I am not sure it would be best to remove VERDICT, it could have potential unwanted consequences.”

“As long as I stay myself.”

Nunotaba shook her head.

“おそい, too late for that.”

“Then I guess I’ll keep your advice in mind when we choose to begin.”

“そう, I shall try not to remove it from your mind as well.”

You weren’t sure if she was serious or not. Regardless of your concerns you arrived shortly at the small building Sagara had appropriated for the procedure. Even if it was a Sunday, it wasn’t like you had advertised the fact. So you weren’t surprised when the only people waiting for you were Sagara himself and Last Order. You suppose your little sister was going to be doing most of the coding.

Nunotaba’s voice was the first thing you heard after you woke up. You didn’t feel too different either. Your crown was dully throbbing though.

“I would recommend plenty of bed rest but otherwise you are fine,” Nunotaba continued, “だけど, no strenuous activity for a good while, at least until the wound has healed over.”

“That doesn’t seem likely,” you answered.

You felt the gurney you were on move. The warmth of it and the blanket had you feeling lethargic.

It turned out that when Last Order said home, she meant your mother’s place. She was rather happy that you’d be staying over, if only for a few days. You were propped up with plenty of cushions on the couch after having refused to take the only bed in the house. Last Order was fiddling with your helmet.

“What are you doing?”

“Misaka will be reprogramming it a bit says Misaka says Misaka as she explains her plans to onii-san. Misaka can fit in a whole new app with the extra space.”

You thought she shouldn’t be so cheerful about something that you’d eventually have to use. That and you had to hope that Nayuta wouldn’t have any work for you in the next few days. Speaking of the devil, she was calling you.

“Nii-chan are you alright?”

Last Order had the decency to route it through a handheld.

“I’m fine, is there a problem?”

You turned to Last Order and asked her,

“Some of the money that’s been going in to the district has just plain disappeared. I know the Slumlord doesn’t keep track of it but the City wants to know where it’s going.”

“And this is a problem because?”

“The higher ups don’t want a money sink in their City if they can’t help it. We need to know where it goes, and in whose hand it ends up in.”

“Hopefully no one who shouldn’t,” you agreed, “Right I’ll go take a look tomorrow.”

“And take Kaoru-chan with you.”

Then she hung up.

“More work?” your mother asked.

You waved off her silent request to feed you on the couch.

“Yeah, missing money in School District 10.”

“Misaka suggests asking Kyousuke says Misaka says Misaka as she recalls what Kyousuke was doing after school.”

Nunotaba had also prescribed a diet but you really couldn’t make heads or tails of her choices. Your mother had taken it seriously of course but that didn’t make dinner any less enjoyable, or delicious.

The time is morning, the weather is crisp, and the date is now January 15.

It was a Monday today so if you were going to speak to Kyousuke then now was the time for it. Kaoru as well had classes so the other person you could talk to directly was Kyouko. Even with your car you couldn’t be in two places at once. Who would you like to talk to first about the missing money in School District 10?

“Well a little bird told me that some money has gone missing and well,” you trailed off.

“Well it’s my money if you wanna know and some dumbass thinks he’ll get away with it.”

“When did this start happening?”

“I dunno? Maybe a week ago?”

“What changed then?”

Kyouko shrugged.

“Do you even remember what happened last week?”

She shrugged again. You sighed. To be fair to her, you didn’t either. In your defence, you just underwent brain surgery. You were lucky enough to be walking around and talking in the first place.

“Hey Pops, you smart right?”

That was a dumb question.

“Then maybe you can check these numbers for me.”

That wasn’t a bad suggestion, though if the clerks she hired hadn’t caught anything wrong you don’t think you’d have a better chance. You’d rather just walk the streets instead.

Besides you could go out with Kyouko later and with Kaoru to boot. Besides they could offer you a lead and save you some effort down the road. Accounting wasn’t exactly a skill cultivated by the thugs here but at least a simple system was being followed. You smiled when you came across the Kyousuke’s Employment Benefits Fund column. He wasn’t skimming much and if Kyouko wasn’t making a fuss then you assumed it was alright with her.

“What’s with that column Pops?”

Kyouko was pointing at one where money was mostly being invested in building and maintaining some new gambling halls. Now that she pointed it out that was probably where the money was disappearing in to. Money would change hands too many times to be kept track of there.

“So how come I have all these gamblin’ place?”

“Looks like someone legalised gambling,” you held up another piece of paper.

“Who’s the idiot who did that?”

You didn’t have the heart to answer.

It felt vaguely wrong to spy on onii-sama and the Original. Still it was simply a coincidence and the prevailing consensus was that the intelligence gains outweighed any potential drawbacks. Third Echelon was originally a product of the United States National Security Agency, or so the SysAdmin kept insisting. The Sisters involved in the Signals Intelligence Division were quite quick to elaborate that it was from a game. You, as well as the rest of the Sisters, had yet to grasp the subtleties of irony but you were sure it was involved here somehow. Still you had to be careful. It wouldn’t do to be discovered. Such a thing would have lasting negative repercussions.

Of course as you observed the lunch meeting with Kudou-sama, onii-sama, and the Original, you were able to get in close enough to allow the SysAdmin to begin gathering signals intelligence. Using the interior security camera allowed a visual feed to be streamed. Audio needed cleaning up but that too wasn’t a problem. Still it was choppy and imperfect but you managed to catch a vital part of their conversation.

“World peace.”

“I’ll get around to it.”

You as well as the Sisters would ponder the question of how to bring about world peace. The problem could easily be traced to the various wars occurring around the globe. That in turn could be traced to the various casus belli of the various belligerents. Unlike previous world wars, this one was not a conflict fought between two large alliances. Rather, this was more several nations at war with another whilst trying to stay out of everyone else’s way, either through unspoken agreements or due to geography. Priority was placed on the bringing the current 1st Holy War against Academy City to a close.

At least, the Sisters as a whole would ponder that. As you were currently tasked at monitoring the Original’s data signals, you had to find a way to follow her safely. The Pursuit Package saw to that. Possible paths opened up, allowing you to exploit the terrain’s verticality to your benefit. The Original was adept at tracking the Network’s stray data transmissions so the Sisters had had to be even more careful when monitoring the Original. It also didn’t help that the Original was more than familiar with the Network’s encryption even if she was not connected and thus updated on security keys and protocols. This both frustrated and relieved the Sisters as a whole. Frustrated since OpSec could be severely compromised by the Original, relieved because it also opened up the possibility for the Original to join the Network regardless of whether the Original did or did not.

It was better than having the Extra added. Severely limited as the Extra would be, you did not appreciate the mess to the databases that the Extra would leave behind. Speaking of which it seems like,

“You were planning to kill the Pope?”

“Real life isn’t a game,” the Original rebutted.

“It is not says Misaka as she voices her agreement. It can however be abstracted and then simulated.”

“I guess I’m going to have to teach you a lesson then huh imouto?” the Original spoke.

The Sisters were curious as to what she would do.

“Misaka can find no words to refute that statement says Misaka as she wholeheartedly agrees.”

Kudou-sama turned to the Original and asked her,

“Do you and WORST not know how to play pranks?”

“Misaka suspects it is due to their low Intrigue score, disallowing insufficient plot power says Misaka as she submits a theory for Kudou-sama’s consideration.”

“That might just be it,” Kudou-sama agreed.
