You are Captain Kusajishi Riku, and things have been going oddly well in the last few years.

In 1894 your one-sided slaughter of Menos allowed for the creation of more than 50,000 “ballast” souls, or artificial souls which can be moved back and forth between worlds to temporarily smooth over the effects of large-scale catastrophes and wars in the living world. This has eliminated the need for purges of the Rukongai during the war in China, which served as proof of concept. Much bigger of a war than that is going to cause problems, though it's hard to even imagine such a thing. And at least Mayuri's getting to cackle about “cheating God himself” for a while.

Meanwhile you've managed to puzzle out something about Aizen's abilities: based on Hirako's reports, which Urahara sent along from exile in Karakura after you re-established contact with him, Tōsen has indeed allied himself with your enemy. His reasons are a mystery, but the implication is that you and Yoruichi were right about the situation. A blind man may actually have some advantage against the illusions you suspect Aizen's sword can create. As such blind-fighting, or training to fight using only your spiritual “sixth sense”, has been added to your schedule.

Your merry band of friendly Hollows has grown increasingly fond of the Valley of Screams, finding it a welcome change from the wasteland of Hueco Mundo. Almost like a paradise to their eyes, probably. The sandy beaches, the presence of actual water, the shady trees, the animals roaming about... every last aspect serves to highlight what sucks about the world they came from. That said, their apparent commitment to slow change for the better hasn't wavered, and they still regularly conduct patrols in the kingdom of Hollows.

You've got a number of issues to deal with, so with careful prioritization you can devote some time to each of them. Your training with Yoruichi yields some results, as you can now maintain your Hollowfied state for thirty consecutive seconds under combat conditions. As for fighting without using your eyes? That's proving much more difficult and frustrating. It's a good thing you started off pretty good at sensing reiatsu, otherwise it might take you a century or more before it was useful in a fight.

The ongoing political battle over whether Shinigami should be allowed to use rifles or not has proven to be the biggest pain in your ass. A few of your fellow Captains and members of the Noble houses have come to your defense, however: Ginrei, Yoruichi, Kūkaku, and Isshin among them. Before too many years pass you've managed to arm your subordinates with 150 “zwilling” weapons: essentially two barrels on a break action, with a shotshell chamber resting beneath a rifle chamber. They're a slight step up from the awkward and slow single-action weapons, and the quality of their production is higher, but they'd still be considered horribly obsolete in the living world.

The Noble families, meanwhile, have proven to be great people to know. Though you always feel horribly out of place with the Kuchikis despite Ginrei's silent approval of you, the Shibas have decided you're “good people”, and you've gotten to know their family a bit better. You've even managed to pull what few strings you have to convince the Central 46 to allow Kaoru's family to assist in running her Corps, at least until her skills have improved to the point where she can take over in full.

Your own unit of Commandos has proven to be a mixed case. Rangiku's spiritual pressure is no less developed than Gin's, placing her firmly at the top f the range for a Lieutenant. She's yet to mention anything about Bankai though, so it seems unlikely she's nearing promotion. Kai seems to love it in the Ninth Division, claiming that it suits him far better than Eleventh ever did. Under his guidance the publishing house has been put right back on track, which is something you'd have struggled with on your own. Iba's skills have grown as well, pushing quickly towards Lieutenant-level. Of your number he's likely to be the first to be picked up by a new Captain.

The problem children are Ichinose and Mirai. Mirai has been lagging behind the rest, and seems uncomfortable in her role as Sixth Seat. She's picked up on the flash step to a degree, but she could use some guidance. Ichinose himself has grown more powerful, but is also spending a lot more time around Tōsen. You think it has to do with their shared sense of “justice”.

He shrugs. “It sounds convincing.”

“It sounds like bullshit,” you counter. “You can do great evil without shedding any blood, and sometimes the right thing requires some sacrifice. To say that any one phrase describes 'true' justice is to ignore our responsibility to discern the right course of action for ourselves, based on our own observations.”

“I know you're still angry about what happened to the last Kenpachi,” you conclude, “but never forget that 'justice' and 'revenge' are two completely different things. Let the desire for revenge control you, and you'll become my enemy.”

Ichinose avoids your eyes as you sit back in your chair. “I understand, ma'am. Sorry if I concerned you at all.”

“It's no bother,” you wave your hand. “But still, consider it carefully for yourself. Please fetch Mirai now that we're done, and send her to the training grounds. You're dismissed for the day.”

Ichinose Maki bows respectfully before leaving the room.

Fourth Division Headquarters is a place you've never liked. Too many sick and injured people, and somehow it reminds you too much of the past. The Division members clear a path for you and Mirai as you make your way to Unohana's office.

“Captain,” she greets you in that familiar tone of mock politeness. “To what do I owe the pleasure?”

With a gesture of your arm, you force Mirai to the front. “I'm worried about my Sixth Seat's health... something feels wrong about her condition. She's been frail ever since the Academy, and her reiatsu feels like it's unstable somehow.”

“Unstable?”

Mirai frowns, glancing downwards. “It feels as if I cannot build spiritual pressure the same way my peers can. Whenever I try, it dissipates before I can complete the technique I'm trying.”

“Dissipates, you say?” Very suddenly, it seems like Unohana's seeping hatred for you has been replaced by genuine curiosity. “Very well, I shall see what I can do.”

After bringing Mirai to your office, you carefully mask your spiritual pressure as well as her own. “So I'm going to take you to see a friend of mine, who's been in exile since I made Captain.”

“Wait... you mean Urahara Kisuke?”

You nod. “Don't worry, he's not as bad as you may have heard. More a case of being in the wrong place at the wrong time, and if you want this fixed there's nobody better.”

“I suppose...”

“Here's the thing,” you continue. “You can't mention this to anyone.”

“I understand.”

“No, really. We could be executed.”

It's a simple matter of opening a Garganta to the Karakura area of Japan. Mirai looks at you curiously, understanding what the technique is but not understanding how you can do it. She doesn't ask at all, and you're in no mood to offer an explanation.

Urahara's opened a small shop here, which you take Mirai to. “A candy shop?” she muses. “Are you sure this is the right place?”

It takes you a moment to gather the required items and take a seat at the low table in Urahara's humble living room: a wooden matsu for serving sake, the sake itself, and all the other various serving vessels you need. You insist on pouring for yourself, though Mirai politely offers to do so. And from there, you wait.

“So I say to her, that's not my gigai, that's... Riku...” Urahara's voice falters as the door slides open. Tessai stares at him quietly before looking up and spotting you as well.

“Hey there, Kisuke,” you smile menacingly. “Have a seat.”

“You're drinking my sake,” Kisuke observes quietly as Tessai slowly walks backwards into the hallway.

You nod, repeating your previous words. “Have a seat.”

“I don't wanna.”

“I don't care. Have a seat.”

Kisuke gulps, understanding his situation. “I see... I'll just take a seat, then.”

You pour him a glass of his own sake, letting the liquid overflow into the box. “You're very hospitable when you're pouring my own drinks.”

Time has flown by since the day you visited Urahara in the living world. The glove he designed for Mirai has worked, allowing the youngest member of your Commandos to control the bleed rate of reiatsu in her right wrist. She usually seems to keep the rate low, probably so that she can use it to give her a temporary boost in her combat abilities if the situation should require such measures. You've also seen a near immediate improvement in her shunpo and kidō, which you work on her to improve.

She remains somewhat withdrawn, though thankfully your training has helped her confidence significantly. Now it seems she's mostly just quiet.

Your own abilities improve a little as well from the constant reinforcement of the basics, which it helps to brush up on from time to time. But it's after just over twenty years that the most important meeting in the history of the Soul Society is called. Today, your Captains must decide whether to involve yourselves in a war halfway around the world.

The trip to France by ship would have taken at least two months, and you don't have the time. Instead you've been authorized to open the Senkaimon in another afterlife's jurisdiction for the first time in the history of the Soul Society. Your troops pour through five abreast, sixty rows long. Some of the corpses have clearly been churned up by shellfire, as they've been skeletonized already. The sound of gun and cannon fire is omnipresent, and drowns out the sound of dead and dying men.

Nothing could have prepared you or your subordinates for this, but you march onward into the city. Your white-coated Commandos accompany you and Yoruichi at the head of the column.

“Holy shit, would you look at this place?” Yoruichi mutters, putting a voice to all your thoughts. “Could this really be the work of human hands?”

“I don't feel qualified to answer that,” Rangiku frowns.

Besides, I'm not sure if Tenkotsuki would be able to help with it if we aren't casting it through our sword, which is what we should be doing instead, because our sword is bullshit hax. Actually, that's probably a better reason not to use it than the first reason. Like, our entire shikai is all about casting spells through the sword, so ignoring that in favour of a gun, purely because it's a gun, seems a little counter-intuitive.

You shrug. “I'm at a fifth of my power so that I don't accidentally wipe out all the humans around here with my spiritual energy. Even at that, an Adjuchas is no problem.”

I just think they don't have someone like Ōetsu Nimaiya making Zanpakutō that helps refine shinigami to seated and captain level people.

Of course, it's difficult to tell exactly how powerful an individual is, or whether they will progress to Shikai, without actually giving them a Zanpakuto in the first place.

If anything, I would propose a dual regime that divides focus on both, and then leans towards one or the other once results develop, with seated officer tier shinigami ignoring guns entirely in favour of swords, and scrub tier shinigami trading in their swords if they can't learn it's name.

There's no reason to have them trade in their blades. They can just keep it with them and practice with both. That way if they do have the potiential to learn it they can do so.

Internal consistancy is telling me yes, because of how powerlevels in the Bleach universe work. The disparity between a captain and an unseated officer is arbitrarily high, so it's probably the same here. Maybe they do have Zanpakuto equivalents, but they're much rarer so they only give them to people who have already proven their worth? Or it could be something else entirely. I enjoy speculating, but it's quite pointless right now since the information just isn't here yet.

In the current scheme all members of Ninth Division train with swords and rifles, and permanent assignments are based on aptitude.

In the future the plan is to issue bayonet-style Asauchi as appropriate, or to help Shinigami who learn their sword's name but are primarily riflemen to convert their sealed blade shape into a bayonet. The rifles are meant to be an alternative capacity, not a strict replacement of the traditional combat style of the Court Guard.

I am assuming a limited supply of Asuachi, and if we were going to use Valhallan style tactics there would be more unseated officers.

I mean, hell, I don't know what I'm talking about. There could be a big ol' vault full of Asuachi sitting around somewhere. I don't think they ever established how many there were, just that they were strictly regulated.

I think most shinigami if they live long enough can unlock a Shikai.

The zanpakuto has to absorb enough energy from them, thus weak ones may take a long time for them to get the power needed.
