Welcome to Academy City. The time is evening, the weather is cool, and the date is January 7.

You are Kyril Torikov and you were sharing a table with the American Ambassador at the American embassy. The dinner it turned out was for several things. One, Ambassador Polendina was being recalled back to the United States and this was his last dinner with his closer acquaintances. Originally he had wanted to invite you too, but it wasn’t like he could simply mail one out to VERDICT. Thus, your presence in the company of the Lady London’s daughter, Asuka, was a happy coincidence. He was rather grateful for your intervention in a hostage situation last December. You had forgotten. He hadn’t and raised a glass in your name. You weren’t sure he would be if he knew you were here to conduct some espionage for the Lady London.

There were several threads of conversation going around the table at dinner. The Japanese Ambassador mostly discussed the state of regional affairs with his counterpart, but mostly with his wife. Ambassador Polendina may be travelling back but it seemed his wife and their daughter was determined to stay. Speaking of whom, Dinah wasn’t so much sneaking glances at you as much as she was outright gawking. It was a stare that denoted interest and the Ambassador’s pet Code M would occasionally whisper in to the girl’s ear to stop her. Asuka seemed to be taking it in stride while Ambassador Polendina was trying to catch your attention with the topic of transhumanism. There was still time before the dancing started so you supposed you could make some kind of conversation.

“You know, I am partly glad that I will no longer be an ambassador any longer,” the ambassador kept talking.

You just nodded your head.

“This City has so much to give the world and I for one am glad I am able to bring something back with me.”

Now that was interesting. He was placing particular emphasis on certain words.

“I shall be going home triumphant and bearing gifts. I cannot wait for the good it can do for the veterans and the infirm back home.”

You continued nodding.

“And you son, are living proof that this City is needed, not only for the benefit of all mankind but for safety of it too,” he finally concluded.

“I don’t follow sir.”

“Son, I’m not blind. I can tell those arms of yours aren’t natural, and I’m impressed. Wouldn’t have noticed myself if I hadn’t asked you to pass the salt.”

You were sure if you paused slightly in shock he would notice so you simply continued eating. The dessert wasn’t bad.

“I’m sure you’ll enjoy my farewell speech tonight.”

“I certainly will sir,” you replied noncommittally.

Conversation died down as the dessert was being carted away. Most of your attention had been on the ambassador and dinner. The string quartet had started playing a waltz and that was your cue. As agreed, the first dance was with Asuka.

“So dear, did you have any ideas on where we should,” she paused, “pay a ‘visit’ to first?”

“The ambassador mentioned gifts?”

“How interesting, perhaps we should try his office, or one of the vaults below.”

You tilted your head as the two of you waltzed.

“His Excellency’s daughter possesses a set of loose lips. While I am not averse to take advantage of that, it seems she is fascinated with you.”

“What can I say? I’m tall, handsome, and mysterious,” you smiled.

“I know you are dear,” she smiled back.

You shook your head. The next step in your plan was,

“And you won’t mind.”

“As long as it remains a professional relationship I will not mind,” she replied, “Why do you think I do not fuss over Wanko-chan and Kaoru anymore? The former wouldn’t know sexual intercourse even if you seduced her. The latter I plan to make part of my harem.”

“Your what?”

“There’s no need to be so distraught dear. I spoke in jest,” she smiled.

Oh, it was a joke. It was strange how that almost worried you for a moment there. With that, the song came to an end and the two of you separated. You supposed you might as well ask the Ambassador’s daughter for a dance. Just slipping out immediately after would be very suspect. As far as father figures went, Ambassador Polendina was rather jovial and non-confrontational when you asked his daughter for a dance. You weren’t sure what that said about him but it certainly left you feeling slightly uncomfortable.

“Greetings and salutations VERDICT,” she was a personal space invader, “It is finally good to make your acquaintance.”

Hopefully this wasn’t an American thing. You didn’t mind the exuberance though. The band started up again. You took her in your arms.

“I hope so too,” you answered.

She matched you step for step with uncanny precision.

“After this I hope we can be friends. Daddy always says I could use more friends,” she babbled, “And you’ll be my second, after Taylor but I don’t want to play favourites or anything so.”

“Taylor?”

“Ah, everyone keeps mispronouncing her last name. It isn’t hard, just remove the extra ‘r’ but since we’re friends I call her Taylor,” then it seemed she caught herself, “Oops, daddy always said it’s not good to ignore you dance partner. So friend VERDICT may I know more about you?”

“Maybe, can I get a tour in exchange?”

“That does not seem like a fair trade friend but I will take it.”

“Then lead on,” you bowed.

She giggled.

“Hmmm, then friend VERDICT, may I know your date of birth?”

“I am born on June 17. Coincidentally I shall be seventeen this year.”

“Ah then you are only a few m-months older. We were born on the same year,” again there was that strange emphasis.

“I’m assuming Taylor is older than both of us.”

“Affirmative, she has her G.E.D. and,” Dinah looks around, “She’s between jobs right now so I asked daddy to help her.”

Well that was surprising.

“Friend Taylor does not like to be reminded of her trip to Iceland. Oh and may I know which school you attend?”

“Hoping to transfer in?”

She nodded emphatically.

“Sorry to disappoint,” you said, “I’m actually emancipated and I don’t go to school like other kids.”

She was rather expressive in her disappointment. Your heart clenched.

“Well maybe you can ask Asuka where she plans to attend high school? She’ll be graduating this semester.”

“A wonderful idea friend VERDICT,” she bounced back quickly, “I thank you for it.”

“No problem, that’s what friend are for right? Where are you taking me anyway?”

“Daddy’s office. It’s my favourite room in the building.”

It was yours too but you didn’t need to tell her that. The office was mostly cleared out. No doubt Ambassador Polendina was ready to return to the United States. There were still stacks of paper on the desk and his personal computer was switched off. The problem then was how to do a search while Dinah wasn’t looking. There was no need to poison your friendship over a bit of international espionage. Then again there were the gifts the Ambassador mentioned.

“Well it’s a very nice office,” you remarked.

The bookshelves held no notable literature. You walked up to and around the desk. The view was nice if the Ambassador had any need to look out the window behind him. Obviously the glass was bullet proof. Potted plants garnished the corners of the room. From where you stood by the desk’s chair, you’d have an eyeful from the shelves would have displayed various dust collectors.

“Affirmative,” Dinah agreed, “However it is rather empty now. I miss Mr. Coconut Monkey.”

“I was talking to your dad earlier and he said he had some gifts.”

“Oh, would you like to see them friend VERDICT?”

“I wouldn’t want to impose or anything.”

“I’ll ask daddy if I can show you, come on.”

You made to follow and pretended to stumble. It wasn’t your fault you hit the power button the PC. Hopefully she wouldn’t notice, or fuss over you as you recovered and followed her out.

“Last Order it’s all your show now.”

“Aye-aye onii-san says Misaka says Misaka as she exploits the pre-prepared backdoor. Misaka won’t be able to hack any more systems though.”

“That’s alright the Ambassador’s PC should be enough.”

“Misaka thinks so too says Misaka says Misaka as she find a suspicious video.”

You didn’t want to know more and left her to it.

“Did you say something friend VERDICT?”

“Oh, it was nothing,” you deflected, “have I told you that I was once given a speeding ticket while in a wheelchair?”

“No,” she obviously didn’t believe you.

As you arrived back to the main hall it was Ambassador Polendina who met your eyes first. Of course Dinah had immediately accosted her Code M friend, Taylor, and was talking animatedly with her. It was loud enough to be heard around the table.

“I hear you were interested in what I am bringing home with me,” the ambassador said.

“Yes sir.”

“Well if you could wait two more songs I’m sure everyone will get a chance to see it.”

“So how were things on your end?” you asked Asuka.

The two of you were seated alone at the table. Ambassador Polendina was entertaining his wife to a dance. The girls had flitted over to Tadakuni’s table and you think he was turning on the charm. It didn’t look to be working but at least it kept them occupied. The Japanese Ambassador had left for parts unknown. Between the two of you was another serving of waffles and ice cream.

“Rather disappointing. His Excellency was rather tight-lipped though I could not say the same of his wife. It seems she was interested in the less well off parts of the City. I had to advise her to steer clear of the Tenth.”

“Interesting but it isn’t going to get us paid.”

“Quite. If we had more time I would have loved to have a private ‘chat’ with her but then we would miss the last dance.”

“Is it really that important?”

“We would not want the other ladies to get the wrong idea now do we? I am surprised Dinah’s culottes remained pristine. You are losing your touch dear.”

“Or maybe it is the exclusive to my special someone.”

“I stand corrected.”

You smiled and offered her a spoon.

“Oh fine,” she sighed, “You have won this round, for now.”

You hoped no one saw that.

“The question still remains, should I attempt to turn His Excellency’s better half against him?”

“Well I can’t say no to more information.”

“I suppose I should do my part as well. I am not just eye candy am I?”

“Of course not, enjoy yourself.”

The song came to an end, and Asuka walked off with the Ambassador’s wife. That left you with little else to do honestly. Tadakuni managed to score a dance with Taylor, leaving the blonde looking a little jealous. Dinah was pestering Sholmes and the Professor. The latter was taking it with rather good grace. He must have been used to it, what with teaching uppity young adults and everything.

“Onii-san, I think you should see this says Misaka says Misaka as she alerts onii-san while he is free.”

“Sure, play it.”

The stream wasn’t the best quality though Last Order had tried her best to clean it up. It was the camera from a flight recorder. Audio was Russian. The footage depicted a monstrous form off in the distance that grew larger as the fighter jet no doubt flew closer. Along with running commentary from Last Order you could make out that there was some kind of problem in Siberia. Clearly this was no natural phenomenon. It didn’t take long before the plane turned around and started running away from it. You could tell its friends didn’t live long enough to pass on any other footage since this was the only one. By the time you were done, the ambassador was in the middle of his speech. You had tuned it out when suddenly the alarms went off.

“Containment breech, containment breech, all personnel are to evacuate the premises. Containment breech-”

The alarms droned on but for the guests assembled, they were mostly calm as Marines stormed in to escort them out. Of course it wasn’t quite as calm for you as Asuka wasn’t picking up and she was missing, along with the American Ambassador’s wife. You weren’t sure if they were going to let you go off on your own but you had to,

You had to trust Asuka would make it out alive and followed the other guests out. The cool night air was still punctuated by the sounds of klaxons.

“I’m sorry that our night has been ruined by this,” the Ambassador had turned to address his guests, “But we really can’t let this go.”

Most of them had made it out. Asuka and Mrs. Polendina were still missing. It wasn’t long till you could pick up the muted automatic gun fire. Thankfully the guests were starting to get in to their vehicles to leave. The ambassador was interrupted when a second floor window was broken open. Mrs. Polendina went flying out of it with a squeal soon followed by Asuka. You, along with the ambassador’s pet Code M hurried to catch your respective charges.

“You do find me quite the catch do you not?” Asuka asked from her position in your arms.

You refrained from any comment as more Marines started pouring fire on the building. Moving out of their line of fire, you saw some kind of liquid ooze out from the various openings of the building.

“What the hell is that?” you couldn’t help but voice.

“Nanomachines, son,” Ambassador Polendina answered.

The ordnance being levelled towards it did nothing.

“They harden in response to physical trauma,” he said, “What we have here is a genuine grey goo scenario.”

“As far as coming home gifts go I will say that this one is most impressive Your Excellency,” Asuka added.

“As you say little lady but now I’m going to have to find a way to repackage it.”

“Sir, it’s taken over our underground hangars, we can’t deliver the counteragent without our helicopters,” one of the Marines reported.

“Maybe I can help with that sir,” you started as you let Asuka on her feet.

“I’ll take all the help I can get son.”

“I’ll be sure to forward bill then.”

As Kyousuke emerged from the white Cresta, you told him to call in Sagara.

“That isn’t the worst of our problems son,” the ambassador continued, “The counter agent is still underground and if we can’t get access to it now it’ll take a whole day to synthesise a new batch. Who knows what kind of damage could be done in that time.”

“How is it delivered anyway?” Kyousuke asked.

“Best I can say is that it’s like putting out a forest fire. I’d send men down but we don’t have enough flamethrowers to spare to keep it contained. Our armoury was underground too.”

“You mean something like this?” Kyousuke popped the trunk.

Inside were various weapons, but more importantly, there was a flamethrower. All were stamped or marked with, “Property of the United States of America,” on them.

“I won’t ask how you got them son, as long as you can find someone to volunteer to put that on and fight the goo,” the Ambassador answered, “Fire and heat only makes it retreat temporarily. If we’re going to put it away we need to ice it, or use the counteragent. Are you saying you want to volunteer?”

“Depends, if it makes me rich enough to never have to work again then,” Kyousuke trailed.

“I’m sure we can come to an agreement.”

“Wait a minute, Kyousuke you’re seriously not thinking about it are you?” you asked.

“You see any other volunteers son?” the ambassador retorted.

He was right. As of now, the only people left were you, Kyousuke, Asuka and Ambassador Polendina. Everyone else within the compound were US Marines or trying to flee the grey goo that was growing in size.

“For one, he doesn’t have a personal forcefield,” you replied and grabbed the flamethrower, “If it makes you feel better Kyousuke, we’ll split 80-20.”

“I ain’t worth it if you don’t make it man.”

You shrugged, hefting the fuel tanks on to your back.

“You sure you want to do this son?” the ambassador asked one last time.

The Judgement armband went on your right sleeve. That was answer enough for the ambassador as he waved over three Marines.

“Sergeant Johnson I want you to accompany VERDICT as close to the counteragent that you can.”

The Marine and his contingent saluted. Before you could go, Asuka spoke,

“If it gets too much, you will run back to me.”

It was a command. You were pretty sure it was anyway. Did her Ability allow her to do that? You didn’t have time to ponder it as the Marines led you through the underground parking. There was a line of Marines firing gouts of flame to keep the goo at bay. As you walked past them, you were informed of the nature of the counteragent canisters. It was meant to dissolve in water to make it easy to disperse. In a pinch it could dispersed through the air but it was extremely toxic to humans.

“Will this thing really work?” you asked.

“It better, otherwise this will be a real short trip tin man,” one of the others replied.

“Can it Jenkins, we got goo up ahead.”

Most of the corridor was clear but the flamethrower toting marines weren’t going any further. Up ahead, the good formed a wall where a fork should have been. Pushed back this far, it was almost like the goo was saying, “not another step further.”

“What’s the plan sarge?”

“It reacts to strongly to biological shit, I figure we can distract it if one of us went the other way.”

“Or I could just burn it down,” you suggested.

“We’re going to need all the fuel we can afford tin man. Your call.”

“We’ll need a decoy,” you decide.

“Alright, Ramirez, distract the goo.”

The Marine peeled off and ran down the corridor. It took a few minutes before the goo starts to the respond to the gunfire and ruckus that your decoy was making. When the wall was thinned enough, the rest of it was taken care of by a quick burst of flame. It was enough to pass through and the now three man party made down the corridor. Of course now the goo was reacting to you, converging slowly at first. You used quick bursts to fend them off and the Marines would chip in to clear rooms with incendiary grenades.

“There, that’s the storage room,” the sergeant indicated, “Fire in the hole.”

The incendiary went in, and the goo came flooding out. You did your best to keep it at bay but flecks of the stuff did come close. It was halted by your barrier but it the longer you stayed, the less your personal shield could recover. Jenkins wasn’t so lucky. He had to cut off some of his fingers as the goo started to eat away at it.

There were plenty of counteragent canisters but almost as if in response the goo started to flow in endlessly. Even you were starting to feel your gas tank empty out as you started liberally spraying down the goo. There was gun fire around the corner as you tried to find your way back.

“It’s trying to keep from getting out,” Jenkins said unnecessarily, “Sarge we really can’t go back this way.

You think he was hoping Ramirez was still alive. Hopefully the other Marine would still have enough incendiaries to help you burn your way through. Then again, you already had several canister on you, it’d be enough. Hopefully, your personal forcefield would hold.

“We’re near the boiler room and if the goo hasn’t gobbled up all our gas we should be able to refill that gas tank,” the sergeant replied.

“The longer we stay the more untenable this is going to get sergeant.”

“I hope the boiler room’s close,” you told the sergeant.

“Close enough,” was the reply.

The three of you ran down another corridor. You were running on fumes at this point but thankfully there were some cans of gas left when you got to the boiler room.

“Jenkins get your fingers looked at, I’ll top up tin man. Fire in the hole.”

That was the last incendiary grenade the three of you had but it would have to be enough to hold the doorway clear. It wasn’t like the three of you had any medical supplies given the expectations of the ambassador. Jenkins would have to content himself with battlefield cauterisation courtesy by flamethrower.

“Oh fuck,” the sergeant shouted from the end of the room.

The goo had been waiting inside the pipes and seeped through the cracks. It was an ambush. Your tank was only half full. The sergeant’s leg had been hit as he was grabbing the second can of gas.

“Tin man, burn it off.”

You didn’t hesitate to turn the flame on the sergeant’s leg. Unbelievably, he was still conscious by the end of it. The less said about his leg the better you thought.

“Jenkins fill ‘er up, tin man, give me a can of that counteragent. Once you’re topped up, run for it and don’t look back okay.”

You tossed Sergeant Johnson a canister.

“Alright she’s full,” Jenkins said, “See you later sarge.”

“Go on, I’ll be with you in a jiffy.”

You poured more flame out in to the corridor and charged out, Jenkins right behind you. As the incendiary grenade had run out long ago, once you were through you could feel a mass descend in to the boiler room. A muted *whump* could be heard over your frantic footfalls as you tried to find a way out.

Judgement Branch Office 49 was often called the ‘Ghost branch’ by lack of members. The mobile HQ didn’t help matters either. It didn’t operate like the others either. Branch Office 49 dealt exclusively with the trouble that magic brought. You were Jaswinder Kaoru, and you hadn’t expected the week to be so quiet. Quiet was a relative term though. It was hard to top the attack on New Years and the worst so far was that Lupin’s kidnapping of Meigo Arisa. While the latter was tagged as a Code M asset, VERDICT, or Kyril, was already on the job and there was little for you to do. He was technically on leave but you knew people in your line of business didn’t get much respite. No matter how hard Nayuta tried, he was going to go off on some ill-advised adventure or another.

To keep you from being bored, Nayuta had finally assigned you to a task outside of patrolling School District 10. Kyril, in his misadventures, had stumbled upon a vigilante. The equilibrium of the lawless district was shifting once again. Officially, you were the only one allowed to patrol the district. It was because you were friends with the Slumlord. VERDICT didn’t officially exist. That and Nayuta was often more occupied by other matters. Naturally, policy was apprehension but Nayuta had allowed you to use your own judgement. You were going to. Vigilantes did not just pop up out of nowhere. You recognised that the law had failed within the district so it was natural that a resident would rise up to take the law in to their own hands. Before that you had to acquire more information. It was time to ask,

You felt a bit bad for commandeering the Judgement Branch Office 177 so you had agreed to meet up with Saten at a coffee house. The investigation was yours to head after all. Maybe it was a bit of pride but you didn’t want to foist the work on to Uiharu. Besides, Saten was the gossipmonger. It was her reputation at this point among your small circle of friends. She wasn’t hard to convince either.

“The vigilante huh?” Saten asked as she sipped tea, “Well it’s not a particularly juicy rumour or anything.”

“I wouldn’t be asking if I didn’t already have the basic facts,” you enjoyed your own cup of chai, “Maybe we will be fortunate enough to meet them.”

“First off, your vigilante’s definitely a girl. Unless they all have the same three sizes and wear the same costume, it has to be a girl. Comes out only at night and patrols School District 10.”

You raised your eyebrow at that.

“Which is coincidentally when I finish my patrols is it not?”

Saten nodded and continued,

“We don’t know if she’s an Ability User or not though. Improvised weapons only and very, very scary.”

“I will keep that in mind when we finally meet her.”

“And you’re bringing me along right?”

“I shall see if I can waive curfew for you as well,” you answered noncommittally.

“What are you going to do when you finally meet her?”

“I want to get a measure of our vigilante, maybe a name if I am lucky.”

“Well I feel glad you’re not going to arrest her, I’ve always wanted to meet a living legend.”

“And what about VERDICT?”

“Out with the old, in the new as they say.”

A mugging was about as much as you expected. It wasn’t going to be successful or anything but you did have to make a spectacle of it. This time of night, even the common thug was emboldened, whether they were under the influence or not. It helped that Saten was the image of a spunky albeit powerless girl. You were close to pulling out your kirpan when a masked girl in costume fell upon them. It wasn’t really a fight. She was trained, possessing an eerie economy of movement. Along with the padded clothing that served as her disguise, she was never in any danger to begin with. That much was clear. She also stopped shy of endangering their lives.

“I don’t appreciate you using your friend as bait,” she spoke.

Her accent was reminiscent of a native English speaker.

“Huh? Me? Bait?”

Saten had not yet grasped why you had allowed her to tag along.

“I’m with Judgement,” you replied.

Your armband was now fixed on your sleeve.

“Judgement huh? Is that how you do things? Working with criminals? Using innocents as bait?”

“Saten-san was perfectly safe with me.”

“Why didn’t you do anything then?”

“I was hoping to make your acquaintance.”

“Consider us acquainted then,” she turned to leave.

“Wait you have to at least tell us your name,” Saten stopped her.

She turned around sharply. It was the lighting that made her look more formidable than she really was. Witnesses were right to be scared.

“Why should I? There’s a reason I wear this mask.”

“A name would help us establish a good working relationship,” you replied.

“Yeah,” Saten added, “It doesn’t have to be your real one. After all, superheroes don’t use their real name do they?”

“A super hero huh? And if I don’t give you one?”

“Then I’m afraid, I can’t

“You don’t have to,” you replied, “The normal rules don’t apply here. As far School District 10 is concerned, the law is a two-block radius around me whenever I patrol. I do not let things go within my line of sight.”

“Wait, don’t tell me you patrol this whole district alone,” Saten exclaimed.

You shrugged. The two of them shared a look.

“Daddy always says I could use more friends,” she finally relented.

“So, your name?”

“Call me Grímsdóttir, after someone I admire.”

“Jaswinder Kaur, you may call me Kaoru,” you offered your hand.

She shook on it. You had a feeling this was one for the books.
