Ryukusa can'tr really 'powergame like that. Partly because despite the emelental cycles obviousness, each and every user has totally individualized abilities. You can't really plan for anything.

BUT, if she has a goal in mind (i.e. the players give me an idea of what she wants) the choices will reflect that much more strongly than anything else.

And while I don't notate it, I do accept write ins and give them preferential treatment to an extent.
