34 KB Highlords of Terra War Council Warmaster General 03/08/12(Thu)14:38 No.18254897
As was arranged last week, it is time to pick up where we left off of the Highlords' Grand Strategic Council, involving representatives of virtually every sector of every organisation in the Imperium.

I believe we had just recommissioned Commissar Fuklaw, begun preparations for a new Crusade in the Eastern Fringe, argued violently over whether or not to reactivate several "Iron Men" which the AdMech had recovered, and managed to dance around the major issues of the imminent failure of the Throne and the coming Tyranid Prime Hivefleet. In addition, there were some lovely exchanges of venomous words between several officials and a rather paranoid Chapter Master (who was certainly NOT Alpharius).

    >Hopefully someone else remembers this

Indeed. Seeing as the Space Wolves have themselves sent representatives themselves, including Great-Venerable Bjorn, the Fell-Handed, perhaps they would like to testify to your chapters character, or not?

We are all allies here though; if we do not find the path to victory, no one will. My Guardsmen hold hold the line, but the might of the Guard is not enough to save the Imperium, just as the strength of the Astartes alone would be insufficient, or that of the AdMech, the Ecclesiarchy, or indeed any institution. Only together can we assure the future of Humanity

Little enough, as it seems the forces who held many of them were Khornate warbands... There isn't much the Guard can do, until the Mechanicus manages to send the necessary techpriests. Frankly I chaff under the collar when it comes to certain strictures concerning technology. Perhaps if the Mechanicus would train some worthy Guardsmen in even the most basic reparations of industrial tech, we could already have several docks functioning. As it is, we have claimed only one serviceable dock thus far.

And to open up the floor again to discussion about the Throne's failure, there is an Inquisitor here who wishes to speak on the subject.

Trust me, it is. If there's one thing I've seen in my meagre centuries, it's that the galaxy is almost sentient in its violence towards mankind. The Imperium as we know has been and will continue to be one massive, failing holding action. For ten thousand hears we have been fighting an unwinnable war against eternal adversaries with insufficient knowledge and materials. Our duty is to make do with what we have. You understand this, and it is why you are such and exemplary commander. Rest assured that, thought the universe conspires against us, we will yet prevail.
    >> Master of the adeptus astra telepathica 03/08/12(Thu)16:13 No.18255563
It is clear that we must work on the golden throne at once, and three clear courses of action have presented themselves so far.

We can fund explorator fleets and send them off to search for lost STC patterns that will allow the mechanicum to repair the throne, the mechanicum can start their own research program to find new ways to repait the throne, or we can provide the mechanicum with samples of eldar technology so that they may use these to fix the throne.

I will support any of these three, but would rather avoid relying on the third option, as the eldar are notoriously untrustworthy and their technology is closer to sorcery and warp tech then conventional technology.

I would also remind everyone present that my department may begin a selective psyker breeding program, but I will not start it without your approval.

Action must be taken in the eastern fringe, yes.

But not against the menace you speak of, some of my sources have reported whole worlds spiralling down into chaos, their populations left in despair while the tyranid menace approaches them. Whole cities and regiments are allready joining chaos cults.

    Action must be taken

    >We can fund explorator fleets and send them off to search for lost STC patterns that will allow the mechanicum to repair the throne.

    About that...
The Imperial Navy may not have the resources or the manpower necessary to fund such wide-reaching ventures.

There is always the option of issuing increasing numbers of Warrants of Trade and allowing the Civil Fleets take up the task, but so much power in the hands of an individual with so little direct regulation tends to breed corruption, treachery and self-servedness, which if I'm not mistaken is exactly the kind of thing we're trying to stamp out.

What are your opinions on the matter?
    >> Warmaster General 03/08/12(Thu)16:24 No.18255659
Perhaps, the technology to repair the Throne lies on Terra itself. Was it not the Primarch Rogal Form whom the Emprah entrusted with the knowledge to construct the Throne? Perhaps access to Imperial Fist records could shed light upon the subject when combined with new research. Also, there is a disturbing trend in the recent reports of the traitor blasphemously called the Voice of the Emperor. It seems this being is drawing closer to Segmentum Solar. This still remains a periphery issue for now, but he has a tendency of rendering even my best Guard units inoperative.

Why have the arbites not dealt with this issue before it got so out of hand? Either the arbites on the eastern fringe are incopetent, or some hostile force is actively instigating chaos cults.
Either way, we do not have the resources to deal with both the heretics and the tyranids. Let them take the brunt of the tyranid offensive and then mop up what's left.

And, what do the imperial fists have to say on this issue?

Oh God-Emperor, anything but the Rogue Traders. Give the civil captains commissions, requisition the ships and crews, raid xenos shipyards, ANYTHING but make more of those blustering piles of Ambull shit.

In due time. Other forces must also be readied if we are to return to the Damocles Gulf and the eastern fringe. For now we will increase conscription tithes from Ultima Segmentum. I am also giving orders to open negotiations with several Xenos-conflicted worlds, in order to begin drawdowns on Guard forces on these planets. Finally, I have decided to purge our officer ranks of incompetence. Now, generals who throw away men and materials in needless assaults and wasteful campaigns will be relieved of command and replaced with competent men, trained under the supervision of both Guard and Astartes teachers and proven in combat before being given a command.

I understand your concern for your men, and I share it. But the death of many men is, regrettably, the price of humanity's survival as a whole.
    >> Master of the adeptus astra telepathica 03/08/12(Thu)16:40 No.18255808
While catching the tyranids between chaos and our own fleets would be preferable, as this would grant us a chance to recover our worlds after both enemies have been defeated, I find your strategy acceptable.
The optimal situation would be to let the tyranids fight chaos while we chip away at their numbers from the opposite side, thus keeping the swarm engaged at two fronts.
Then, we reclaim our worlds from chaos, execute the heretics and reastablish order.
    >> Horatio Secondus; Fleet Admiral and Speaker for the Chartist Captains 03/08/12(Thu)16:42 No.18255823
If you just let the Tyranids conquer the rebelling worlds, they will take losses, surely, but they will be more than compensated by the biomass gained.
If you are to go through with this plan, you must strike the moment the traitors fall, preferably just as they begin the harvest.
If my knowledge of Tyranid strategy is correct, most of their combat units will have been converted to harvest biomatter, and this advantage might prove crucial.
    >> Warmaster General 03/08/12(Thu)16:53 No.18255911
Unfortunately, we cannot afford to allow the Hivefleets to devour so much Biomass. Only the combined might of the Imperium could hope to withstand such an invasion. Alternatively, we could simply exterminatus those worlds in enemy hands, depriving the Tyranids at the same time as crushing the separatists.

This requires a surgical level of precision and the knowledge of which worlds are struck at the moment they are attacked. A few days too early and our fleets meet either heretic fleets or the full strength of the Swarm, too late and they find a barren world with nothing left of either faction.

    Greetings Gentlemen,

I arrived late last week due to an overload of paperwork which meant I promptly fell asleep in the war room.

Ah paperwork....without it the Imperium would surely fall apart.

    Anyway, where was I?
    >> Master of the adeptus astra telepathica 03/08/12(Thu)17:10 No.18256072
I belive I may be of assistance here.
You should all be at least somewhat familiar with the precognition psyker ability. Unfortunately, the information gained in this manner is of questionable reliability and low precision, but I belive I have found way to filter out the information provided by our precognitive psykers.

The new method I am developing relies on the techpriests of the logis division - my precognitive psykers would provide them with information, and then they would use this information to predict certain events in the future.
It is a simple concept, really, the psykers provide raw information and the logis techpriests analyze and make sense of it all.

If this method proves to be precise enough, we may be able to predict when and where to strike at the tyranids.

The method has numerous other uses and could help us out a great deal if it proves succesful, but we must be weary of the ruinous powers, they may or may not be able to throw off our precognitive scans unless we rely exclusively on the emperor's tarot.

    >> Seward Rosencran, Chancellor of the Estate Imperium 03/08/12(Thu)17:14 No.18256099

Surely such precision is impossible when using the warp as a means of communication and travel.

The far too often time warping effects of the warp play havoc with sorting paperwork in the correct order. Epecially on the Eastern Fringe where direct corroboration with the Astronomicon is near impossible and at best a class 3 or 4 check digit on the date.
    >> Lord General Elias Lonnrot Ignasio Iskander Charles the third 03/08/12(Thu)17:20 No.18256160
My lords, I must say I have precious little knowlegde of the powers of these 'psykers'. You must pardon me in that I shall merely follow your debate. Will both of you advice me on this matter?

On a different topic, has anyone had word of those missing relics? The relics lost are a hammer used by a chapter master of the Marines errant, whit that hammer, he killed a deamon champion. Also a bolter which had been used by Rogal Dorn, or so it is said, is suposed to be lost.
    >> Warmaster General 03/08/12(Thu)17:23 No.18256198
Surely Chaos could not intrude upon Terra itself? Could the Emperor's light be used to shield such an endeavor?
    >> Grand Provost Marshal Achillies Mandleboun 03/08/12(Thu)17:27 No.18256233
Why dont we do that? Or rather, give out warrants to some people who we believe could put them to good use. I can think of a few Marshalls myself that i havent been able to get good positions, even though they're damn good officers, just not as good as ones i already have stationed. A few of them having Trade Warrants, ships they could buy themselves with what i've been paying them, they could do some good. Maybe set some of the newer Inquisitiors that've been failing us up with those Trader papers too. Hell, i think we could all think of some subordinate we could either do without them being so close, but know them useful enough to not eliminate.
I take offence to that remark, my agents are doing the best they can with what they have, it isnt my fault that chaos cults have starting to spring up on smaller worlds. The Arbite precinct houses there would only number 3-4 judges At Most, the question being is why hasnt the planetary governers, Enforcers, and the Inquisition been dealing with it before they got to this level?
    >> Warmaster General 03/08/12(Thu)17:28 No.18256243
Surely there are more important matters to turn our eye to? Such relics are at best a minor morale boost or a small contribution to our dwindling knowledge of Great Crusade weaponry.
    >> Master of the adeptus astra telepathica 03/08/12(Thu)17:30 No.18256257
We belive the emperor's light and the numerous wards we use would provide a great deal of protection, but we have no means to test the full extent of this.
After all, the primarchs were stolen from the labs on Luna, and influencing a few visions seems like a lot less work.
In the end, all we can do is put our faith in the emperor and perform to the best of our ability.

There are many artefacts that have been lost through the ages. If the bolter as used by Lord Dorn himself is found and its authenticity verified then we would be very blessed to have such a holy relic in our possession.

My own knowledge of psykers is mostly limited to understanding they are both necessary and dangerous to the Imperium. They are capably of amazing feats and terrifying witchery. I am sure the esteemed Lord Adeptus Astra Telepathica can answer any of your questions.

I'm sure as long as we have faith in the Emperor, He will protect us. However, I am sure many of us know of the nightmare of the Wars of Apostasy and there are fragments of information about Choas on Terra around the forming of the Empire but their authenticity cannot be verified and everything else has been sequestered by the Inquisition in their noble wisdom, of course.

I am inclined to agree with you Warmaster General. I however have a proposal.

While the idea of more Rouge Traders is one that I am not entirely comfortable with, if they could be curbed by the presence of the Commissariat.

This would require the folding of them within the military arm of the Estate Imperium, losing their civilian status.

The increase in the number of Commisars could be ofset by taking the children of the noble houses of those in the path of the Tyranid menace and enrolling them in branches of the Schola Progenium. It might cause the houses to rebel if they are lacking in faith but they are to be subject to exterminatus or the Tyranids anyway.

It seems that even if we declare any noble stripped of power, most will lose their faith and require force to enact our decree. Usually, we threaten the Adeptus Astartes and that makes most nobles willingly pay an increased tithe of men.

I am talking about simply taking their children under some other pre-text such as the Black Ships or some such. We want to reduce the chance of rebellion by simply not telling the planetary governors anything

While I agree with the need to place more stringent regulation upon the Rogue Traders, I'm not quite sure they would react well to such a situation.
Being so far from Imperial control, it would be incredibly easy for our Commissars to fall to "unforunate accidents" at the hands of the Rogue Traders -- something I'd quite like to avoid.
The Traders may even go rogue in the literal sense and cut off all ties from the Imperium, in which case who knows what kind of trouble they could cause.
This is a manner that needs to be handled most carefully.
    >> Master of the adeptus astra telepathica 03/08/12(Thu)18:06 No.18256601
I belive I may have a way to improve our officer corps and obtain funding from the nobility at the same time.

A significant number of our officers are nobles who used their money and influence to obtain this prestigious position.
This is a problem because it prevents other, more competent people from commanding troops, thus reducing efficiency.

I belive I have a potential solution to the problem. We can make it so that only those educated in special schools, modeled after the schola progenitum may obtain officer rank. The scools would draw recruits from not only the orphans of nobles, but also from commoners that show potential or from older soldies of lower rank who have proven their potential to lead.

Now, normally, this would open the way for ritch nobles to bribe their way in.
We will instead set an official, very high entry price. Once a candidate has been accepted, he or she must still pass the education program, thus ensuring that even those who paid their way into command have the skills needed to lead our men to victory.

If the Mechanicum agrees, we could even educate our potential officers with whatever knowledge the priesthood of Mars is willing to impart upon them.

I am uncomfortable with the thought of more rogue traders running around doing whatever they please without proper respect towards the Emperor and the Imperium. Do not forget that some of these are known to have traded even with xenos! But I agree that placing commissars on such ships would be a feasible solution, if sufficient new commissars can be properly trained.

That is a valid and worrying point. However, am I right in thinking most rouge traders have a base or home planet-side somewhere within the Imperium? Perhaps a ruling to ensure no members of the traders family are on the traders vessel, officially to protect their bloodline, unoffically to hold something over them to ensure loyalty. In addition to faith in the Emperor, of course.
    >> Grand Master of Assassins 03/08/12(Thu)18:17 No.18256705
You contradict yourself, saying the schools are also open to the lowest of commoners, but require a very high entry price.
I do agree on the general need for such thing though, and if the Adeptus Mechanicus would allow it, officers versed in technology would dramatically improve the efficiency of the guardsman legions.

This might be a good plan. It will not even require additional reinforcement for the Assassinorumon temples on most planets.
    >> Horatio Secondus; Fleet Admiral and Speaker for the Chartist Captains 03/08/12(Thu)18:18 No.18256716
In addition, assuming that a Rogue Trader were to pass from this mortal coil, his/her ship and/or fleet would have to return its home port in order to pass the Warrant of Trade on to the Trader's successor, which would allow you to better observe such proceedings.

Another thing that might be within your domain: a system should be put into place to limit the issuance of Warrants of Trade and Letters of Marque -- there are enough of these privateers flying about as it is, and we can't afford to keep handing out such extreme powers willy-nilly.

Those chosen by the schools would not pay the entry price. I apologise if this was not clear from my phrasing of the matter.

As for the rogue traders, I do not quite trust them, but I do agree that we should pont them in the direction of the STCs we are looking for and offer a reward for recovering them.
The mechanicum should also provide their own personell to any rogue trader involved in the mission in order to ensure that they do not mess up with the excavation.
It would be outright frustrating if a rogue trader ruined it because he was in too much of a hurry to recover it.

Alternatively, send a few ark mechanicus and their support fleets, they should be able to punch through just about any opposition with minimal risk.

Approx. ~250 (ea.) were recruited from the following worlds/regiments. Where roughly 50% of each group are Veterans.

The Valhallan 597th (an act of support from Commissar Cain), 243th, and recruits from Valhalla
The Cadian 11th and 97th, and recruits from Cadia
The Tanith First and Only, fresh recruits (an act of support from Colonel-Commissar Gaunt )
The Death Korps of Krieg 78th and 171th, and recruits from Krieg
and The Catachan Devils 109th, and recruits from Catachan.

With Over 2000 Guardsmen that had fought The Heretic, The Demon, and The Alien they where united under one banner and where hand-trained by General Fuklaw, Veteran Angry Marines, and the Daughters of Emperor from Orders Militant.

This Regiment survived General Fuklaws AIGFAFTE (Advanced Intensive GET FUCKING ANGRY For The Emperor) program will Approx ~1600 and where originally tasked with removing Tau influence from a select number of worlds.

I expected the Veterans to hold, and give what recruits survived training hope that we would survive

Perhaps then it would be possible to...

This is not the worst option we have by far. It could also increase manufactorum output prodigiously

I speak now, of the so-called Sensei. They are, according to what little information the Ordos of the Inquisition have uncovered, Psychic Blanks. They channel a strange form of warp energy similar to our own Faith weapons. The Inquisition hunts them meticulously, but perhaps our hostility is misplaced... The vile Illuminati, of course, are the greatest of heretics and are to be purged without mercy or hesitation, but, according to reports from the field, the Sensei have ever been a force of protection against our enemies, though they clash with Imperial forces infrequently. We need to know more about them either way, so perhaps.one should be contacted?

I know of at least one, which my assassins have failed to kill so far. He has killed 56 of different temples before we lost his trail and he was deemed of lower priority. The knowledge of his existence has been locked away in our deepest and most secure archives of course, but I believe that we might be able to track him down relatively quickly

Coordinate with each other. The Oracle program will locate this particular Sensei, and the Assassinorum will track him within the system he is found in. Do not engage him directly, unless you believe you have enoguh Culexus of sufficient strength to render his powers useless. Instead, first we will send someone to speak to the Sensei, someone with whom he will identify, whom he will be obliged to trust. This ambassador will inform him that we requi- I mean, humbly request his presence on Terra, that we mean no harm and wish only to speak to him. This is, of course, the truth as I see it. Any candidates?

I agree with this course of action and I am willing to speak to a sensei personally if nobody objects.
    >> Grand Master of Assassins 03/08/12(Thu)20:27 No.18258038
A good plan. I shall relay our data to the adeptus astra telepathica as soon as possible.

I am weary against sending more elite assassins to their death only to see no results again, so diplomacy is our best course of action. I will make sure however that sufficient Culexus will be available should the need to fight him arise.

I would propose an astartes chaptermaster, or a high lord inquisitor to do the talking, as he is most likely to identify himself with them.
