Depends on distance, Leyline vectors and conditions are usually needed, Of course giving out those is just a big stamp for the SRA to find you by, Depending on how Magic friendly you town is it may have constantly updated Leyline information on its homesite. I know that New York and Gothenburg have updates on theirs on theirs, But Washington lacks it(3rd party sites usually have updates for that area though).
Some can teleport just by seeing a picture, but that is very very dangerous and taxing. so in general go by Leylines.
Of course that would not be advisable in major cities or places with strategic value, since SRA tend to hawk the activity for those to guard against Terrorists and usage of those if you arn't registered is a crime.
I don't really like the umbrella term "teleport", I mean there are like over a hundred different kinds of them, hell i read about one variation that used smell to set the arrival area.
But since i think you mean the illegal RLL-3 variation (The old work horse of the whole family, usually used by grassroot, poor or desperate mages) you will need Leyline vectors, not only to set location, but also to power the spell, And anyone it would use it would be exhausted, In general the RUF-11 is the most efficient, Although it can "only" cover a state, Still, Rat ears are easy to get and it is significantly faster, not to mention the lack of a Leyline, you just have to go by Longitude Latitude locations (height is automatically calculated, Not sure how), It also has that Collision stopping feature i mentioned.
Shame it doesn't get much use, It was developed a few years ago, But in general magic users distrust spells that had "Mere mortals" involved in their creations.
